As a professional bettor, who now uses 13 offshore books, I offer the following reviews of them. (Note: I will not be redundant by stating that they all pay promptly, because they do.):
1}Bowmans: Ultra-polite phone clerks who are generally competent. Big positive is availability of overnight lines. Big negative is that if you're a heavy hitter they'll sometimes reject your bet at the line they just quoted you.
2) Costa Rican International Sports (CRIS): They've been around since way before the Internet. Guys in Vegas were playing with them when they were in the Dominican Republic more than 15 years ago. They are probably the number one place for truly heavy hitters. Their reputation is absolutely impeccable. The true opening line every morning comes from them, not the Stardust in Las Vegas. In fact, Roxy waits to see their line, which is available on the Don Best service at around 7:50 AM, 10 minutes before the Stardust opens. All the major offshore sportsbooks that open early derive their line from CRIS. A big positive is that they take action up to 5 minutes after games are scheduled to go off. The only negative is that some of the clerks speak English as a second language and aren't as good as those at some other books.
