Neteller to Pay Pal transfer

I understand that Neteller and Pay Pal are in competition with each other, but wouldn't it benefit both of them if they allowed transfers to and from each other?

I believe they originally did allow transfers between the two. When neteller first started. Obviously that's not the case now though.
