I don't like the inconvenience of having the transfer amount limit reduced by half. If there was some legal reason it would make me feel better.

They charge the merchants a fee for every transaction, something like $15. Just about every merchant swallows the fee for deposits, while more than half charge the customer this fee for withdrawals. So it is just passing it along - it's not charged by NETeller, it is charged by your sportsbook to cover their NETeller fee.
So if you want to withdraw $5000 from your favorite sportsbook (which passes along the $15 NETeller fee), you'll have to make two separate transactions and pay a total of $30 now that the limits have been changed.

Neteller reduced transaction amounts in half to 2.5k. Hence if one were to withdrawal 5k or more they are now paying double. Also double the cost for books on deposits of 5k or more or when they pick up the fees for payouts. With the new secure ID the whole issue of security is BS. If enough people phone them up and complain they may go back to old fees. Otherwise we get what we deserve. Hope it is clear for you now.
