I think it's important to stick to the rules that the majority of big bookmakers use. In this case the over/under was properly dealt with.
What I must say I disagree with is not pushing match bets as the game was ended before 90 mins. I can't think of a single bookmaker in England (and definitely none of the main ones) that would let match bets stand if a game is stopped prematurely.
The bookmakers I have checked with will invalidate all match bets if the game is interrupted before full-time. Otherwise you get flood-lights going out, pitch invasions, other trouble, just like in the Reggina v Brescia match.
