Costa Rica would roll over in a second if the USA put any pressure on them. They would really have no say in the matter. And everyone is forgetting a very important point here. There are no licensed sportsbooks in Costa Rica. Antigua, yes. Costa Rica, no. The sportsbooks that operate in Costa Rica do so under a Data license, not a sportsbook license.

First it's not a loophole, it's on the recommendation of a panel of 6 attorneys who rendered an opinion on the laws, a loophole is something you can close, you can't pass a law in the US barring me from answering the phone in Costa Rica.
Second, the govt of Costa Rica already has laws allowing sportsbook to take wagers on sporting events. If you go into many casinos here you will see that you can make wagers on NFL, and NBA. Unlike the US, who will make it legal only if they get a cut, the Costa Rica govt., likes the fact that we create jobs, pay taxes, and inject a huge influx of cash into the economy.
Every State has a lottery, most have Horse Racing, Riverboats, Video poker shops.
Didn't they learn with Alcohol, if they ban it, it just increases the illegal activity. Does the US really think that the handle of sportsbetting on the NCAA will drop if they outlaw it. Don't they know that a million local shops will open ON campus's around the country to service the need and on credit, instead of coming offshore or Vegas where at least post-up can prevent you from mortaging your home to pay off a figure?

Dragon, Sports betting is legal in Costa Rica, Europe, and Austrailia among others. And of course in the state of Nevada, USA. What would be the justification of "swooping in" as you say? The real question is how long is it before the phony politicians in Washington realize how many millions of tax dollars that are being lost by not legalizing sports betting in the USA.
