How does your -105 option work if you attach a moneyline to a line(3-20)? Is the vig reduced or does it revert back to a regular 20 cent line?

I just read the advertising article (interview) by Top of the World Sports, published in Buzz Daly's "Players' Guide to Las Vegas Sportsbooks" (available at http://www.gamblersbook.com).

"Spike", said to run TOTW Sports, claims to run a service for illegal bookmakers in the states. Someone help me here, but is that legal?
