Soemone else will surely give you a definite answer, but if you can't then there's still a way out.
Register it in someone's name in the US, then take the whole kit with you. As long as you don't want the sports packages (for which you need a phoneline hooked up), you will be fine as they have no way of knowing.
Since we are on the subject of DTV,
is there a "chip" that can be installed
that will still allow you to receive
games even if their blacked out in your
area?

You can't get DirectTV the conventional way in Vancouver just yet. However, the channels you are asking about we do get. ABC, NBC, CBS. But we don't get ESPN, only selected programs from TSN(Canada's Sports Channel)that get their feed from ESPN.
Why do you want to know if DirectTV is available in Vancouver?
I have not yet purchased it, and there are issues:
1) it is possible, though not probable that DirectTV will reissue cards to all subscribers this will make all old cards (incl. these pirate cards) obsolete
2) DirectTV sends out Electronic Counter Measures from time to time which fry these pirate cards (really). Also they update the satellite receiver firmware which also can affect these cards.

My understanding with the card is that it will always continue to be "bugged". You can get a service done on the receiver, so that the card, to put it in simple terms, reprograms itself. It works really well.
If I have not explained myself too clearly, then let me know.

I'm not too technically literate. So I will try to explain it in the best way I can.
When you get the "card", what ends up happening is, you will get a message that says: "the card is no longer valid". So you will have to take it to the person that programmed the card for you on a weekly, sometimes even daily basis.
What the "service" provides you is a device that is put on the receiver so that when they try to detect a pirated card, it confuses the so called program into thinking that a legitimate card is in there.
I hope that you kind of understand what I'm getting at.
And to answer your question on if I have one. No, I know a guy that does this "service".
CK, That used to be a problem with "C" Band satelites, the big dish. If you get a card for Direct TV, you must disconnect the telephone line on the back of the receiver. The telephone line is how they zap the cards. I have had the same card for over a year and get every channel, including PPV movies and events and every local channel in the 900's.
In the event they zap my card, (don't know how they can) I simply would take it my "friend" who claims he can reprogram it.
Sportsbank if you get a card, remove your telephone line from the receiver.
