No parlay/teasers on NCAA totals over the phone at Betmaker?

I wanted to make a 2 team parlay with an NCAA total and an NBA tota, but they say they are having problems with their online system so I could not do it over the internet. I called them and they told me that although I could do this over the internet I could not parlay/teaser NCAA total over the phone because they are circled. Is this a normal practice or not?

I also use Olympic but have never had any problems placing bets over the internet so I have never tried phone them in.
