According to IGC the bill passed the senate with unanimous consent by a voice vote when there were only 3 senators present.
Was this passed as an amendment to an appropriations bill or was it passed as a free standing bill? Senator Vyl pulled a similar move last year where the bill was passed as an amendment to an appropriations bill in the senate but it was stripped off in conference committee where the house and senate bills are brought together. If it was an amendment and it gets stripped off in conference again then he has to get it passed by the full senate again. If it was passed as a free standing bill then it only needs to be passed by the house and signed by the President.
