The problem with TISS was all the promises they made to the Government. This was the shake down to get the master License. It started when they told the federal government that the Service they where providing was DATA only. Well when antellacom came on site and counted 144 telephones the phone rate when from 29 cents per minute. TISS Cost and went to 46 cents. The problem was they where billing the books only 45 cents.

It was pretty sad sitting and watching what TISS was doing to the books It was terrorism.

I personally think Costa Rica is a greqt place to set up shop. The fundation of good books is here and will stay that way.
