    JURISDICTION OF ANTIGUA AND BARBUDA


    Statement by the Director of Offshore Gaming - Antigua and Barbuda.

    St. John’s, Antigua, September 28th 1999 The Director of Offshore Gaming
    wishes to inform the public that FIRST LIVE CASINO is not presently nor has it
    ever been, licensed in the jurisdiction of Antigua and Barbuda.

    Any perception that this company has any relationship whatsoever with this
    jurisdiction is false.

    Jeff,
    Myself and four other friends are out approx. $8,000 from First Live. Not sure where you got the Antigua address for them.

    They originally started out in St Vincent, Grenadines. Then in approx. July they moved to Costa Rica where they were then banking.
    They pulled up their tent one night and screwed all the girls that were working there out of their pay that was in some cases over a months worth or pay. (St Vincent is an underdeveloped country and these girls were hanging on by their fingernails with the lowly $5.00 per hour they were getting paid. The girls were really hurt by that sudden lose of income)

    The ownership/management of First Live now is Northstar Communications which I believe has their base in the UK
